Operation Kindness Humane Society Fulfills Forensic Veterinary Services MOU

Since February 2023, Operation Kindness Humane Society has been proud to partner with Dallas Animal Services (DAS) and the Dallas Police Department (DPD) to strengthen animal cruelty investigations in the City of Dallas.

This partnership began during a moment of urgent need.  When access to forensic veterinary services was disrupted, our organizations came together quickly with a shared goal: ensure that animal cruelty victims continued to receive expert, timely forensic evaluation and that law enforcement had the tools necessary to pursue justice.

Operation Kindness Humane Society stepped forward to help stabilize and build a new forensic veterinary framework.  After working collaboratively throughout 2023, our organizations formalized this effort through a two-year Memorandum of Understanding (MOU) running from March 2024 through February 2026.  From the outset, the purpose of this agreement was transitional: to fill an immediate gap while providing the City of Dallas the time needed to develop and fund a sustainable, long-term animal cruelty program.

Over the past three years, this partnership has achieved meaningful, measurable impact.  Together, we have supported law enforcement, strengthened cruelty investigations, protected vulnerable animals, and helped ensure that forensic veterinary services remained uninterrupted during a critical period of change.  Operation Kindness Humane Society has invested over $1 million in personnel resources into this effort, dedicating specialized expertise to support thousands of animals without compensation from the City of Dallas.

As the MOU period concludes on February 28, 2026, this chapter reflects a successful transition – not a departure from our shared commitment.  The City of Dallas has now formally incorporated animal cruelty services into its annual budget, creating a permanent, sustainable foundation for this essential work.  This was always the goal of our temporary partnership: to ensure no gap in care while long-term funding and structure were established.

We are deeply proud of what this collaboration has accomplished.  It stands as a powerful example of what can happen when nonprofit organizations, municipal agencies, and law enforcement align around a shared mission: protecting animals and strengthening public safety.

Operation Kindness Humane Society remains fully committed to advancing animal welfare across North Texas through sheltering, lifesaving medical programs, community initiatives, and ongoing collaboration with partners throughout the region.  We look forward to continuing our strong partnership with Dallas Animal Services – including as DAS’s top transfer partner – as the City implements the next phase of its cruelty response strategy.

Together, we have strengthened the system and together, we will continue serving the animals and people of Dallas.
